Its obvious, after September 11th, America became an extremely proactive society, and that is because we learned our lesson the hard way. We had not been attacked on American soil since Pearl Harbor, and for many of us it was the first time witnessing a terrorist attack on innocent civilians.

We have learned they can attack us using chemical warfare (i.e., dirty bombs), aircrafts, missles, as well as any unforseen or seemingly implausible methods of mass destruction.

Proactive means staying many steps ahead of the enemy. We know covert surveillance does just that. Americans now stay ahead of the enemy through our leading advancements into covert surveillance, and advanced bio-metric and bio-hazard technologies as well.
